Corruption Of Public Power Analysis Of Chinese Society In Transition

Marx pointed out when the society that the level of productivity has not beenfully developed, the public power alienation will persist. After the reform andopening up, China is in the primary stage of socialism into the social transformation,planned economy to a market economy is gradually changing. However, the processof political reform failed to adapt to the pace of economic reform, the power balancemechanism is not perfect, so that transition in China increased alienation of publicpower, public corruption has become an important issue of power transition periodthe old system need to be resolved.By analyzing the Chinese public power corruption in transition overall situation,development or evolution of the level of corruption and corruption trends can seethat our country is in very serious problem of corruption of public power. At thisstage, the power of corruption of public officials of showing, collectivization,family-oriented, means corruption recessive trend. So, just by analysis traditionalpolitical perspective and cultural perspective of public authority has been unable tosolve the problem of corruption at this stage. Therefore, this article select theperspective of public choice theory, the "economic man" hypothesis theory topolitical behavior which, to look into a personal political mutual trade market,namely "political market." Public choice theory assumes that political activities andeconomic activities, in order to pursue personal interests are maximized. Politicalactivity is also an exchange activity, individuals engaged in political activities willcarry out cost-benefit analysis, and the use of public power in their hands, and carryout activities in the abuse of power, leading to corruption.This article use Marx’s concept of alienation for reference, use the public choicetheory, analysis the causes of corruption in the public power. First, from an economicpoint of view of public power corruption cost-benefit analysis; secondly, from thepublic power system defects corrupt system to analyze the causes of corruption; andfinally, from the anti-corruption awareness of the lack of analysis of the cultural causes of corruption. By drawing the United States, Singapore, the anti-corruptionmodel, combined with current situation of China, this article from the institutionaland cultural construction of two aspects of public power corruption prevention andcontrol measures were analyzed. The main idea is: the economy, improve the officialsalary system, improve earnings and honest behavior; the system, improve thesupervision mechanism, strengthen the law, building official property declarationsystem, the transformation of government functions and the reconstruction of theiron discipline of the ruling party, in order to improve corrupt practices cost; thecultural construct clean culture, promote civic awareness on corruption and achievelong-term anti-corruption mechanism.
