A Further Study On The Legal System About The Use Of Groundwater Resources

In the current rapid economic development, increasing demand for groundwater resources in the overallenvironment, the use of groundwater resources in China has become very sharp and increasinglyremarkable. China has a long history of the use of groundwater resources, but it has not been able tomeet to form the modern environmental management value system. Resource utilization patterns andrelated laws and regulations of the unreasonable design is the current partial area groundwaterover-exploitation and pollution is one of the main reasons. Our country about the groundwater resourcesof the relevant systems and regulations are not perfect, the feasibility of regional water shortage, waterstandard and operation coordination. Water law, water pollution prevention and control law and the localregulations of principle is too strong, the operation is insufficient, for the water resources utilizationproblems hidden danger. In order to realize the sustainable utilization of groundwater resources and theharmonious development of man and nature, must be in the environment values of sustainabledevelopment under the guidance of construction of groundwater resources management model usemode, innovation develops an idea, active use of groundwater resources system. Cogent improvegroundwater monitoring system, the license system of using water, water comprehensive managementsystem, public participation and information disclosure system. this paper based on the cleargroundwater resources evaluation concept, introduced in China at the present stage of groundwaterresources legislation on the basis of the use of groundwater resources, the problems in the process ofmaking genetic analysis. Introduction to international management and utilization of the groundwaterresources in typical countries and regions of the relevant system, put forward its right in China’s relatedresearch value and significance. Discussion on our country history and there are three kinds ofutilization of the groundwater resources and groundwater resources management using the concept inpractice should follow the basic principles and the present stage our country should improve four basicsystems.
