The Social Supervision Mechanism Of Public Service

The construction of public service-oriented government is one of the goals of China’sadministrative system reform. The social supervision of public service is the essential content ofbuilding service-oriented government. In the process of administrative system reform and theconstruction of service-oriented government, we must strengthen the supervision of the publicservices, especially social supervision. Social supervision is allogeneic supervision mode, whichis the effective guarantee to build a complete public service system, improve the capability ofpublic service security and promote the construction of the public service-oriented government.The public service supervision contains five aspects that are NPC supervision, governmentsupervision, judicial supervision, CPPCC supervision and social supervision. In recent years, theawareness of citizens’ oversight is rising, the effect of the social group supervision continue toshow, supervision by public opinion efforts to continuously enhance in the field of public service.At the same time, as the result of the China’s social supervision concept of public servicedevelopment backward, low degree of legalization, the imperfections of the accountabilitymechanisms and lack of information transparency. The social supervision power of multiplesubjects, authoritative and efficient mechanism of the whole process of social supervision hasn’tyet really formed.To perfect social supervision mechanism of public services, China must establish a soundinteraction mechanism of social supervision information by accelerating the pace of platformconstruction, establishing electronic government, improving the regulations of governmentinformation release and public hearings; We must maintain correct performance evaluation lookof social supervision, build unified information assessment system and the scientific socialmonitoring indicators, apply reasonable social oversight to establish a sound social supervisionand performance evaluation mechanisms; furthermore, we must perfect institutionalarrangements, construct a sound wide coverage and the whole process of social oversightmechanisms; it is necessary to promote law construction of public service, establish andimprove public services and social supervision and accountability mechanisms; must endeavor toenhance the strength and utility of social supervision, and improve public services supervisioninter-subjective linkage mechanism and to form a power oversight work.
