The Research Of The Public Services Of Effective Participation Of Social Organizations In Lhasa

At present,the economy is developing and the public service demand for the public is increasing,which makes the government having been unable to meet effectively.Non-profit-oriented social organizations have many advantages,and gradually providing services for the public in the economic,political,cultural,scientific and technological,educational fields and so on.Therefore,in the process of economic and social development,they occupy a very important position.In recent years,there has been a diversified and personalized trend for the public in Lhasa in terms of public services.However,in terms of public service supply,the government still has some problems,such as unreasonable allocation of resources,which makes the government facing great difficulties and challenges if the public services are provided by the single government.It is difficult for the single government-"visible hand" or the single market-"invisible hand" to effectively provide the public services.Compared with the government or the market,social organizations have obvious advantages of public services,and playing an very important role in terms of public services,like improving the efficiency of serving the public.In recent years,the economy has been developing,and social organizations have been growing in Lhasa.Although the private investments have increased by nearly 15%,some social organizations arestill small in size,some even less than 10 people.And with the widespread popularity of "Internet plus",about 70% of social organizations have been using the traditional service methods,and the use rate of the Internet is only 48.9% in Lhasa.Therefore,on the whole,social organizations are in the early stage of development in Lhasa.Taking social organizations in Lhasa as an example,the paper first analyzes the relevant literatures,and then researchs the social organizations in Lhasa by issuing questionnaires and interviewing,and analyzes the actual problems and influencing factors in terms of public services,and puts forward the corresponding countermeasures and suggestions.Through the research of this paper,on the one hand,I hope that we can improve the public service supply system in Lhasa,and expand the public participation of society,so as to construct the government-enterprise-society structure.On the other hand,I hope that we can actively release the power of "cloud public service",and then achieve the goal of good governance.With the development of the times and the progress of the society,the social organizations of Lhasa city are facing new opportunities and challenges in the process of providing public services for the public.Therefore,in the future’s development process,they should conform to the trend of the times and keep pace with the times.There are seven parts in the paper.The first part is the introduction,mainly discussing the background and significance of research,domestic and foreign research reviews,research ideas and methods,innovation points and shortcomings.The second part mainly is to understand the two core concepts of social organization and public service,and the three theories of new public service,principal agent and governance.The third part is the status quo of the public services of effective participation of social organizations in Lhasa,mainly analyzing the three aspects of way,field and effectiveness of participation.The fourth part mainly is to deeply understand the problems of the public services of effective participation of social organizations in Lhasa,these problems are mainly manifested in the lack of three abilities.The fifth part is the empirical analysis of the public services of effective participation of social organizations in Lhasa,such as putting forward hypotheses,designing variables and carrying out regression analysis and so on.The sixth part puts forward the corresponding countermeasures and suggestions aim at the practical problems of social organizations in terms of public services in Lhasa,such as correctly handling the relationship between the government and social organizations,improving service consciousness of staff and enhancing independence of social organizations,so that the social organizations can continuously improve the ability to serve the public.The seventh part is conclusion and expectation,mainly to summarize the paper and put forward the future’s development directionof social organizations in terms of participating in public services in Lhasa.
