Since the21st century, the rise of emerging countries has became an important trend in today’s world political and economic development, and increasingly concerned by the experts and scholars. The rise of emerging countries in groups has a deep background and reasons. First of all, the end of the Cold War and the overall peace of the world is conducive to the free movement of the production factors, so it provides a good external environment and development opportunities for the rising of emerging countries; Secondly, the emerging countries has abundant natural and labor resources, huge market potential, which are the important conditions for the economic rise; Thirdly, a series of policy measures are taken by the emerging countries to accelerate their emergence that played a huge role. In addition, the impact of world financial crisis on the economy is more severe for developed countries than emerging countries. That all improves the international position and provides opportunities to accelerate their own development.After World War Ⅱ, the US-led Western developed countries with strong comprehensive strength, led the creation of a series of global governance regimes. Because of the strong comprehensive strength and international influence, coupled with the more comprehensive topic areas and a significant impact on global governance regimes, the Group of Seven became the center of global governance since its establishment. In the new era of21st century, as a result of a variety of factors, especially the impact of the global financial crisis in2008, the G20is replacing the G7to become the most important global economic governance platform.The change of the current global governance regimes is first of all due to the sustained rapid growth and strength of the emerging countries economy. The rise of emerging countries, leading to enhanced worldwide interdependence, changing the overall power structure of the world, but also the overall strength within the specific problem areas and the distribution of power within the existing global governance regimes to produce inconsistent, thereby promoting the governance regimes changes:Secondly, the representativeness and legitimacy of G7regime itself are insufficient, besides the global financial crisis has deepened the plight of the G7effectiveness, this has also became an important reason for the replacing.With the rise of emerging countries, the willingness to further participation in the global governance is constantly enhanced. The improving status of the G20regime expresses the interest demands of the emerging countries to a certain extent. But there is no substantive change in the dominant position of Western Developed Countries in global governance, coupled with many problems in the process of its development, emerging countries’further participation in global governance still faces a lot of difficulties. This was reflected in the plight of sustainable development in emerging countries, the plight of emerging countries’collective identity, the plight of the global governance system and the plight of relations with the developed countries.In the new situation, in order to achieve further participation in global governance, emerging countries must promote economic construction as the core task of the domestic and foreign affairs, to solve their own problems in the developing; Secondly, they must actively seek the common interests, through the regimes of dialogue and cooperation construction to increase mutual and identity trust, thus enhancing the coordination of actions to improve the influence and voice in global governance; Again, the emerging countries need to strengthen the regime construction of the G20. The emerging countries need to be collaborators of the current global governance regimes and make the regimes favorable to them, then pursue the initiative actively in the creation of new regimes.
