| At present,the new industrial revolution with intelligence as its core has arrived,and human society has begun to move towards a smart society.From the history of previous industrial revolutions,we can draw experience that while emerging technologies bring opportunities to human society,they also bring severe security and governance challenges.At the key node where AI technology is about to usher in widespread application,we need deeply grasp the strategic opportunities of the new round of technological revolution,accurately analyze the opportunities and challenges brought by new technologies represented by artificial intelligence to global governance,and realize the new technological revolution and the two-way effective interaction of global governance is a major issue that global governance must pay attention to at present.Based on the perspective of the discipline of international relations,this article analyzes and summarizes the subjects,objects,goals,and methods of global governance of artificial intelligence under the conceptual framework of global governance.It does the research on the challenges that artificial intelligence technology has brought and may bring.After combing and judging,it is proposed that the challenges faced by artificial intelligence global governance mainly focus on three aspects: the universality and particularity of governance concepts,the legal difficulties and technical dilemmas of governance rules,and the innovation and complexity of governance,at the same time,analyzed and predicted the development trend of AI global governance,it will adopt the multi-center hierarchical governance model.In addition,this article also believes that the global governance of artificial intelligence is an important area for China to demonstrate its role as a big country and assume its responsibility.China's technological level and economic volume make it play an important role in the global governance of artificial intelligence. |
