Mmodern Transformation Of The Chinese Traditional Political Value In The Perspective View Of Contemporary Chinese Public Policy

For the public authorities, it has become the basic approach and the main way to use public policies to manage national public affairs and to offer public goods and services. With the social problems increasingly arising, researches limited to the technical dimension of public policies have not been able to explain and solve the problems about policy value. Therefore, the public policy value should be deliberated, and should become an important section of the research of public policy and the public administration.In China, the traditional political values, which takes Confucian political value as the core, has been affecting the development of politics and society. It inevitably affects the value of public policy. Consequently, a host of problems of the policy value has arisen, which discord with the idea of modern public administration. Thus, in order to construct and improve modern value system of public policy to make the public policy scientific, democratic and jural, traditional political values should be studied. And then the values which are not in accordance with the demands of the idea of modern public administration should be transformed into the ones which can meet the general interests of citizens. Based on the practical politics of China, this thesis analyses the influence of traditional political values on the practice of policy value, and put forward several measures about how to transform traditional political values and how to build modern value system of public policy.The public policy value is a kind of utility which exists in the procedure of reasonably allocating social resources by the public policy system. It has three levels of meaning: Firstly, it is the utility of citizens’political rationality for themselves’development and the social stability. Secondly, it is the utility of policy process to plan, allocate and satisfy the demands of individuals. Finally, it is the utility of the authorities regarded as an agent and performer of social contract to ensure the effects of the public policies which are able to meet citizens’interest demands. From what has been discussed above, this thesis analyses the demands of each subject and then separately discusses the three parts of public policy which includes policy object, policy value orientation and policy subject.As to the policy object, citizens, as the audiences of the policy which are influenced by the traditional political values, tend to be short of subject consciousness and be deficient of the sense of participation in policy making. Therefore, the legality of the policy enormously lowered. Concerning the policy value orientation, due to the deficiency of public consciousness, the policy can not be honestly made for citizens’interests and public benefits. And for the subject of policy, because of the trinity structure of traditional political value in China, policies are usually made and performed casually and can not be regulated by laws. Consequently, aiming at the issues above, we must bring about a reform on the transformation from liege consciousness to citizen consciousness, the transformation from equipartition to fairness, the transformation from being for liege to being for citizen, the transformation from decision only by monarch to democratic decision, and the transformation form dominion to governance. Only in this way, the problems of the value of public policy could be combated efficiently.While the transformation of the political value will surely take a long time, it needs great efforts of numerous generations to inherit the culture and political socialization.
