The question about whether small states can make their foreign policy independently has always attracted attention. From the classical realism point of view the international relations is the interaction of states determined by the availability of power and interest. But today everyone refrain from approving the infinite, universal tampering of any states, whether it great and big, or small and weak. In wider context study of small states independent decision making can apply to any state in World, in research this shown on investigation of issue in case of Kyrgyz Republic, on its relationship with today’s three big powers, due to Kyrgyz Republic’s objective geographical location on their intersection of interests. Such location gives it some advantages, because for every competing power is important safe its presence in Central Asia, as it considering nowadays geostrategic, geopolitically, geo-economically important region. Each power is trying to maintain its influence and presence, as a guarantee of its well-being and expansion of its influence sphere. In this situation where everyone wants to safe its presence, it is easier for small state to make negotiation with every part and have its own opinion, set its condition. The question is about the state’s possession of independence in its actions, about using of this independence/or the possibility to use the interest of world powers on negotiations and on bargaining. Concerning for Kyrgyz Republic it is an opportunity or a trap, the question requiring an answer is, can it be used for the maximum of its own interests, whether Kyrgyzstan posses the field for negotiations, and what is it?The objective of the research is foreign policy decision making of the small states, their independence and ability of establishing an independent foreign policy. It will consider on the example of the Kyrgyz Republic’s relations with world powers, due to a number of reasons it has interacts. Study also examined collection of tools, approaches, behaviors(in respect of small states) and methods used by global powers in (when they try to) influence on small states.To find an answer to the question were studied materials of scholars, experts were examined and weighed policy, interest, strategy of these three powers in Central Asia. To justify assumptions in study were request to a variety of theories, which were supported by existing facts of common knowledge. The study also was used the method of case study, for shown issues specifics and obtain conclusion of the issue.Today, the hypothesis about an independent foreign policy decision of small States is not possible to answer one-sided and unique. As shown in work relatively independence of small States from influence of big in each case, in each particular situation depends on particular circumstances. Summing up studied can be said is not possible to finally give common answer to assumption of independence of small States foreign policies. In case of Kyrgyz Republic relations with three big powers obvious one:rivalry between three powers, their desire to take advantageous for themselves on Central Asian region, as well as fear of prolonged military presence allows to some extent to maneuver and to say word. The main goal of the foreign policy is ensure national interests. Each member state’s national interests are realized by means of relations with outside world. Small states have many shortcomings, but they can make friends with many powerful, and extract from it benefit. In relations between States should not be choice as either, or, for small countries like Kyrgyz Republic is better to have many friends and cooperate on a mutually beneficial basis.
