The system to exiting civil servants, as an important part of the Civil Service, is thelast link in civil service management, which contains three links. It has greatsignificance in building the scientific civil service management system. Establishingand improving the exit mechanism for civil servants, to protect career decision-makingpower and the civil servants in accordance with the law, state organs with human rights,in order to optimize the internal structure of the civil service system, to stimulate thevitality of civil servants, the formation of normal metabolic mechanisms of the civilservice to ensure that the official executive and administrative efficiency. Taking theblame and resign system for the promotion of civil servants quit the improvement ofthe system has important theoretical significance and practical value.Resign mainly based on the moral requirements of the officials themselves. Whentakes the initiative to undertake political responsibility in the form, transformed into anational force to ensure the implementation of the legal form of liability. This articlecarefully study abroad resign system, combined with new public service theory, themechanism theory, perfect to take the blame and the mechanism for withdrawal of theresignation of the system as well as local public servants.
