Resign for taking the blame, which is a common phenomenon in the political life of western countries, is introduced into China as a system. The system of taking blame and resigning influences the political life of our country enormously and creates new phenomenon in the political life of our country. This thesis aims at the related provisions and operation of the system of taking blame and resigning in law and the Party's documents and expounds the relative theories of the system of taking blame and resigning in China from the angle of constructing a responsible government. It also analyzes the problems in the operation of the system of taking blame and resigning in our country and provides some suggestions and measures that our government should consummate the regulations that come in a complete package and strengthen the education and cultivation of administrative ethics, especially the self-discipline of moral consciousness, for the government officials in order to establish the administrative culture with the ideation of responsibility as the leading part.The thesis consists of five parts except the preface and conclusion.The first part elaborates the meaning of resign for taking the blame. It is explained that the government officials should take four kinds of responsibilities and resign for taking the blame should be the government officials'political responsibility and moral responsibility. The consciousness of resign for taking the blame just springs up in China, so it is very difficult to let the officials take the blame and resign without the restriction of a system. Therefore, systemizing the resign for taking the blame is necessary.The second part gives a general introduction to the system of taking blame and resigning. It introduces the development, theoretical foundation and basic contents of the system of taking blame and resigning.The third part analyzes the problems and their causes in the operation of the system of taking blame and resigning. With the promulgation and carrying out of the related provisions of resign for taking the blame, the system of taking blame and resigning is established gradually in China, but some problems really exist in the system itself and its operation.I. The system of taking blame and resigning itself has some defects: the criterion of resign for taking the blame is not definite, so that the same event can be either"Guilty"or"Not Guilty"; the direct responsibility and the indirect responsibility are mixed up, which is contradicted with the spirit of the Party's documents; there is no scope of application and it is in conflict with the responsibility management system for the ordinary officers; the citizens'review and right of speaking are not paid enough attention to; the practical scope of the system of taking blame and resigning is mainly limited in the field of safety; there is no strict process of finding out whose responsibility it is and clear regulations about how to deal with the officials who take the blame and resign are not made.II. Problems may appear in the operation of the resign for taking the blame system: one, some officials may shirk the responsibility, which will rouse the public's dissatisfaction to the government and weaken the image of the government; two, resign for taking the blame is regarded as a more serious form of punshment than the administration punishment, which deviates the original purpose; three, it is lack of valid public participation. These all influence the effects of the resign for taking the blame system.III. The causes of the problems are: first, the right and responsibility are mixed up in the current political system and it makes the subject of the responsibility unclear; second, the moral self-discipline of the officials is weak and they are lack of professional ethics and consciousness of responsibility; three, the supervision system is not complete; four, the political life and government affairs are not transparent enough; five, practical and effective performance evaluation system are not available.The fourth part studies the experiences and inspirations of resign for taking the blame from foreign countries for the sake of providing reference for the system of taking blame and resigning in our country.I. The experiences of resign for taking the blame from foreign countries. Many western nations used resign for taking the blame as the important political practice of the constitution and democratic principles long time ago and its function is very important in western democracy. One, resign for taking the blame is a kind of political practice, political culture, an"unwritten rule"and"soft stipulation", rather than a system or law. Two, resign for taking the blame is still the officials'personal, volunteer behavior without any official force. Three, what the officials who take the blame and resign undertake are the political responsibility and righteous responsibility, but not the administrative responsibility or legal responsibility. Four, resign for taking the blame doesn't have any legal restriction. Five, resign for taking the blame is mainly applicable to the senior officials, generally belonging to the decision-making group. These points provide reference for the consummation of the resign for taking the blame system in China.II. The inspirations of resign for taking the blame from foreign countries.The author considers that, in the"localizing"process of resign for taking the blame, there should not only be reference which is beneficial to learn the effective experiences about the construction of system of finding responsibility in China, but also innovation which can help acclimation. Firstly, take the"non-systemizing"operation of resign for taking the blame as a ultimate purpose; secondly, try to foster the officials'ideation self-discipline; thirdly, focusing on the senior officials, raise the ideation of political responsibility and righteous responsibility actively; fourth, draw a clear line between resign for taking the blame and resign with official force; fifth, resign for taking the blame should be mainly practiced among senior officials. Only in this way can the social influence of the resign for taking the blame system not be weakened and can the government construction be promoted.The fifth part puts forward the suggestions and measures to consummate the resign for the system of taking blame and resigning.Compared with the western countries, some imperfect conditions are exactly the causes of the problems which are produced in the operation of the resign for taking the blame system in China. Therefore, effective measures should be adopted constantly from outside and inside to solve the problems. Firstly, the political system with a clear division between right and responsibility should be established. Secondly, the criterion should be more specific and related regulations should be more complete. Thirdly, new administrative culture should be formed.
