Resign for taking the blame, which is a common phenomenon in the political life of western countries, is introduced into China as a system. The system of taking blame and resigning influences the political life of our country enormously and creates new phenomenon in the political life of our country. This thesis aims at the related provisions and operation of the system of taking blame and resigning in law and the Party's documents and expounds the relative theories of the system of taking blame and resigning in China from the angle of constructing a responsible government. It also analyzes the problems in the operation of the system of taking blame and resigning in our country and provides some suggestions and measures that our government should consummate the regulations that come in a complete package and strengthen the education and cultivation of administrative ethics, especially the self-discipline of moral consciousness, for the government officials in order to establish the administrative culture with the ideation of responsibility as the leading part.The thesis consists of five parts except the preface and conclusion.The first part elaborates the meaning of resign for taking the blame. It is explained that the government officials should take four kinds of responsibilities and resign for taking the blame should be the government officials'political responsibility and moral responsibility. The consciousness of resign for taking the blame just springs up in China, so it is very difficult to let the officials take the blame and resign without the restriction of a system.
