To Place National People's Congress Standing Committee Supervision Function Perfect Research Question

Query supervision is an important component of functions of the Standing Committee of National People’s Congress, and its rational and effective exercise constitutes a significant content in the building of a democratic society ruled by law in China. Therefore, the full performance of query supervision of NPC, especially of local Standing Committees in politics will contribute to the establishment of its authority as well as the safeguard of its constitutional status. However, due to the political system, system design, traditional ideas and the subjective quality of query supervision, etc, the inability of query supervision of Standing Committee of local NPC is getting serious. Up to now, cases of local people’s congresses at all levels is considerably less, queries about people’s court and Procuratorate in particular. Many local standing committees confuse the concept and the exercise of "query" and "question", which results in low quality and efficiency of query supervision. Based on the fundamental theory of query supervision of NPC, and with the reference of successful experiences of western countries with representative system, this paper analyses the current performance of query supervision of local standing committees, and proposes that we should optimize the political environment of query supervision, strengthen the relative system design, improve the subjective quality of query supervision and promote its safeguard mechanism, etc., aiming at building a perfect query supervision system and actually performing the functions of query supervision.
