The part-time labor not only meets the enterprises’requirements of flexible work and reducing labor, but also can make the worker find a job on their own. It becomes an important way which can promote the employment and relieve employment pressure effectively. The part-time labor belongs to one type of the non-standard labor relationship. The essence of legal property is a complete labor relationship and has complicated, flexible and workers from the properties characteristic of weakening. The four main reasons for the development of part-time labor including government policies, business needs, the workers’ requirements and the objective reasons. The development will directly affect the interests of both employers and employees, and even affect social stability and economic development. Our part-time labor system is too simple because of the legislative provisions and lack of operability, many of the important rights of the workers cannot be effectively protected. And there are three main defects in our part-time labor system can be summarized as follows:maximum working hours, employment contract and social insurance. It is not only conducive to protecting the workers but also affect the development of part-time labor. Therefore, to improve China’s part-time labor system, in particular through legislative measures to improve the protection of legitimate rights and interests of workers and promote economic development, social stability and building a harmonious labor relations has a positive meaning. In order to improve our part-time labor system should establish the basic concepts and ideas, improve the labor contract in legislation and the associated social security system.
