The Research Of Problems And Solution Of Civil Servant’s Property Declaration System Construction In Our Country

With the reform and open policy,the constrction of Chinese socialist made tremendous progress,rapid changes happend in the economic system from planned economy to market economy. Ho wever,there have been some bad phenomeno,especially the corruption of civil servants.This not only affects the economic development and social order,but also undermined the image of government in the public.It’s not good for the construction of harmonious society.So strengthen the prevention of the corruption problem become a very important part in government’s work.Civil property declaration system is been recognized a prefect anti-corruption tool by the international community,which is known as "Sunshine Act.’The sunshine is shining in the dark corners of corrupion,clear the changes of the propety,it is an important way to supervise the power and prevent corruption.Now this system dose not really established in our country,only have policy document,and whether there are some problems in the contents of the documents,such as some defectives in the content\the execution is not power and lack of effective supervision.So that did not play its due role.In recent years the voices of property declaring is very high.Therefore,find a good system and make it really play a role are of significance for China’s socialist construction and anti-corruption work.The paper analyzes the status and defects of the property declaration system construction,identifying obstacles to the development and proposing some countermeasures.The paper uses literature research comparative analysis and other methods,which divided into five parts totally.The introduction section introduces the research background and significance,the current research status of this issue at home and abroad as well as the research method;the second chapter is the overview of the theory of property declaration,including theoretical basis and content;the third chapter is the current situation and problem of Chinese civil service system of declaration;the next chapter is summed up the reasons for the previous section;the final chapter focuses on the successful experience of foreign civil servants property declaration system;and to learn the experience,combined with the reality of our country to propose some solution.
