The Research On The Practice Of People-Oriented Principle In The Education And Training Of Migrant Workers

The Third Plenary Session of the Sixteenth Central Committee of the Communist Party of China has put forward explicitly the Scientific Development View of "People-Oriented, Comprehensive, coordinated and sustainable". From the core and essence of the Scientific Development View, the development is for the people and by the people. Construction Industry is one of the essential departments for material productions, which is closely connected to the holistic national economic development and the improvement of people’s living conditions. The vocational skill level and the comprehensive quality of migrant workers can directly influent the construction of project, the development of cities and economic societies. And all of those are closely connected to the implementation and achievement of education and training to migrant workers in construction industry. Imaging the big from the small, the education and training to migrant workers in construction industry is very necessary and significant.This paper is aimed to give some initial research and analysis on this topic via literature analysis, investigation, on-site inspection, conversations and visits, statistical analysis, etc. there are totally four parts in this paper.Part1is to give a brief introduction of current situation of construction industry and migrant workers in Chongqing. The Chongqing construction industry has been deepen its reformation, and the entire quality of the industry has been improving. At the same time, the migrant workers are starting to attract more and more attention during the development process of construction industry. The current situation of migrant workers in Chongqing construction industry has been described from two key points:the first is that the fast growing of this industry has offered many job opportunities and it is quite easy to get a job and good salary; the second is that the safety is not highly concerned, the skill level is low, the entire quality is not satisfied. So, one on hand, it expressed that the implementation of training is the necessary measure to carry out the Scientific Development View from the aspect of people-oriented idea. On the other hand, from the practical side, it expressed the essential effect of promoting the development of construction industry and economic society via the improvement and development of personal skill of migrant workers, which is to strengthen the initiative and necessary of migrant workers training.Part2has described the target and content of the education and training of migrant workers in Chongqing construction industry. The education and training of migrant workers in construction industry shall take the comprehensive development of migrant workers as its ultimate goal. The content of education and training includes vocational skills training, knowledge study, quality and moral characteristics.Part3has give an detailed picture of the implementation and achievement of the education and training of migrant workers in Chongqing construction industry. It introduced the composition of training system, especially the specific measures and methods of training. There are total7methods, including construction safety training, farmer-benefit project, set up spare time school, skill competition, etc. It also listed the achievement of the training work in recent years. Some cases have been showed up as the testimony the improvement to migrant workers’ life and their enhancement on personal value.Part4is the last part of the paper. It has given some general conclusion on from the inspiration of the education and training work on migrant workers in construction industry. From the analysis in this paper, we believe that the education and training of migrant workers has to be paid great attention for the better development of construction industry. The education and training has to be lead up by the principle of "People Oriented". Besides, the education and training work should be strengthened and improved specially in accordance with the characters of the new time.
