Migrant Workers Government Training Research

The identity of the migrant workers are not only migrants but also workers.They are caused by traditional household registration system and urbanization, accelerate from the conflict of the industrialization process. Accelerated process of industrialization was to make a variety of advanced machinery and equipment widely used in rural areas, resulting in a part of farmers’hidden unemployment, a serious impact on the overall quality of rural living standards. In order to improve the family income and family living standards, the rural surplus labors decide to shift employment. Because of their cultural qualities and skill levels are relatively low, the rural surplus labors can not meet the requirements in the process of the development of urbanization and industrialization on the difficulty finding jobs, so some of the problems is gradually exposed. Governments promote the rural surplus labors through various measures to force in the smooth transfer of the provision of adequate labor employment for urbanization and industrialization. So from2003the State Council transmitted the Ministry of Agriculture, Labor and Social Security Ministry, the Ministry of Education, Science and Technology, Ministry of Construction, Ministry of Finance jointly formulated and promulgated the "2003-2010National training of migrant workers planning to carry out farmers in a wide range of work education and training, to improve the level of knowledge and skills of migrant workers to help them integrate into city life and achieve stable employment. Continue to unfold in early spring,"the shortage of skilled workers in recent years has once again aroused the concern of the government and scholars, why enterprises shortage of skilled workers in the labor market there are a large number of unemployed migrant workers? Why has a lot to carry out the education and training of migrant workers migrant workers still did not alleviate? Is that a link went wrong? This article is by the government education and training of migrant workers in this context to study the crux of where to find the problem.In the first chapter briefly describes the background and significance of this study and related literature, the research methods which are used in this paper and pointed out that their own innovation and weaknesses. In the second chapter briefly discusses the basic rationale of this paper:the theory of public goods, investment in human capital theory, expectancy theory and demand theory, and theory of public goods and human capital investment theory-based without the most basic theory, to expect theory and demand theory for the auxiliary theory, starting from the third chapter has been to the fifth chapter, in these theories under the guidance of first expounded by the Government to carry out the need for education and training of migrant workers, followed by a brief introduction of the Government’s education and training of migrant workers in policy guidance, and then from the country as a whole, the input to output to the three aspects outlined government education and training for migrant workers in China to carry out as well as in the effectiveness of these policies under the guidance and specific examples of J County, Shaanxi Province, then combined with the above content that the government education and training to carry out, there is low coverage of government education and training, to carry out inadequate and insecure, and analyze the main reason for these problems is the lack of funds, the popularity of difficulty, lack of qualified teachers, the content and form of education and training is simple and backward, the government propaganda is not in place, the related measures is imperfect and the lack of legal protection; and then prescribe the right medicine for the reasons for these problems, but also to raise funds from the settlement, sub-level promotion of multi-agent solutions improve faculty and equipment to improve the content and form, and step up publicity to improve supporting measures and enact laws to achieve better results offer some suggestions for the government education and training for migrant workers.
