In recent years, with the continuous development of the network media, theinfluence of online public opinion infiltrates into various aspects of social life. Thebenign interaction between each other is worth exploring major theoretical andpractical topics of our public opinion and the legal profession."Zhang Haichao event","Sun Zhongjie event","Photo of ’extinct’ South China tiger sparks controversy","Zhou Jiugeng event","Internet campaign to trace abducted children" etc.. The onlinepublic opinion’s supervision plays a key role in all those events, promoting theimpartial enforcement of law. On one hand, problems are exposed in the process oflaw enforcement, which can take enormous pressure to the law enforcement activities.On the other hand, it provides us some new ideas to develop the enforcement of law,such as network anti-corruption and administration on E-government. However, thereare some negative impact can not be ignored, such as the brainsick web search andweb-based survey. With the growing influence of online public opinion,"mediagovernance" becomes the voice. However, through the comparison of "mediagovernance" and the rule of law, we find that "media governance" as a moralsupervision to power is still an indispensable mechanism of the rule of law. It ispossible to make a positive interaction between the impartial law enforcement andonline public opinion, because of sharing common pursuit for freedom, equality andfair value. In dealing with the relationship between the online public opinion andimpartial law enforcement, we should adhere to based on the rule of law, strictlyregulate law enforcement, to improve the legal system of supervision. We shouldpromote the fair law enforcement effectiveness, using the Internet to promoteinformation disclosure system, transparent protection law enforcement. And we mustto establish an online public opinion response mechanism digestion of the negativeimpact of the online public opinion, promote the construction of the new media ageand the healthy functioning of the society under the rule of law system.
