Study On Strategies Of Grass Roots Network Information Department To Deal With Network Public Opinion

With the rapid development of the media era and the rapid development of modern communication technology,the Internet has become the center of public opinion.China is a big internet country with the largest number of Internet users in the world.The huge volume means that China’s online public opinion has become a force that can not be underestimated in influencing social change.Therefore,it is of great strategic significance to take the governance of network public opinion as the top priority of the local government’s work of maintaining social stability and actively build a new pattern of network public opinion guidance.As the main functional department of network public opinion governance,the network information department should improve its position,give full play to the role of overall coordination,accumulate experience in practice,actively explore new ideas and methods of government network public opinion governance,constantly adapt to the development requirements of the new era,and comprehensively improve the network public opinion governance ability.This article combined with the authors years of experience in local network letter department,first of all,from the perspective of the concepts of network public opinion,in the agenda-setting theory,the theory of public governance and cooperative governance theory as the theoretical basis of the article,ask questions,analyze and solve problems,by using literature analysis,comparative research,case analysis,investigation method,such as research methods,in-depth study of local government how to deal with network public opinion more effectively.Secondly,based on the response to the typhoon "Y county,he network public opinion" real cases as the research object,summarizes the problem that the network public opinion in the governance of local government,major is not in a timely manner to carry out the network public opinion management,failed to grasp the optimal timing of news release,not realizing a complete coverage of the network public opinion monitor,not play new media communication effect,lack of effective collaboration,public sector governance effect is not ideal,from the concept,mechanism and policy level produce six major internal cause of the problem were analyzed deeply and the path of the conflicts,and on this basis,from the concept,coping mechanism and response management strategy three aspects put forward corresponding Suggestions.The concept level includes accelerating the transformation of network public opinion governance concept,strengthening the awareness of network public opinion crisis management,deepening the understanding and use of new media;The coping mechanism includes establishing the risk assessment mechanism of network public opinion,establishing the management mechanism of network comment team,establishing the coordination mechanism of online and offline,establishing the normal joint meeting mechanism,and establishing and improving the emergency mechanism of network public opinion.The coping strategies include improving the network public opinion governance guarantee system,improving the network public opinion monitoring technology level,and realizing the comprehensive governance of grass-roots network public opinion.This is conducive to comprehensively improving the level of online public opinion governance of local governments and jointly creating a harmonious and stable online ecological environment.
