Abstract/Summary:
According to the 48 th "Statistical Report on Internet Development in China" issued by the China Internet Network Information Center,the number of Internet users in our country has reached 1.011 billion,and the penetration rate has reached 71.6%.Under the influence of the Internet,once a sudden public event spreads to "cyberspace",it will easily lead to a crisis of network public opinion.At the same time,since the 18 th National Congress of the Communist Party of China,General Secretary Xi Jinping has proposed that "online public opinion work should be the top priority of propaganda and ideological work".On the other hand,the awareness and enthusiasm of Chinese citizens for participating in and discussing public affairs has increased year by year,which means that the public has higher requirements for the government’s ability to handle affairs and service levels and the effectiveness of government affairs.In this context,this paper takes the online public opinion response of the government to an emergent public event caused by the marathon event in Baiyin City,Gansu Province on May 22,2021 as a case.Through reading a large number of Internet materials,data and other literature,The case study method,in-depth interview method and other research methods were used to summarize the domestic and foreign research results,and the case was elaborated and analyzed.Combined with the four-stage theory of crisis communication and 4R crisis management theory,this paper summarizes some commonalities of local governments in responding to online public opinions caused by sudden public events.Firstly,this paper defines the core concepts and vocabulary related to this paper,such as network public opinion,sudden public event,sudden public event network public opinion,and explains the theoretical tools used in this paper’s research:4R crisis management theory and the four-stage model theory of crisis communication.Secondly,after a detailed overview and analysis of the network public opinion caused by the Baiyin Marathon event in Gansu Province,this paper analyzes the development process of the public opinion and the response measures taken by the government in combination with the four-stage theory of crisis development.Finally,this paper explains and analyzes the existing problems in the countermeasures and means adopted by local governments in response to the online public opinion crisis caused by sudden public events,and analyzes the reasons.The 4R crisis management theory is used to analyze the shortcomings of online public opinion response and coping methods in the case.Through the study of the case also come out the corresponding revelation,should enhance crisis cut force,reserve reserve force,speed up the reaction force,enhance crisis restoring force,etc.,gradually establish the classification mechanism of network public opinion and local emergency management system,improve the technology and monitoring of corresponding public opinion ability,improve all aspects of the comprehensive ability in order to strengthen the guiding role of public opinion,The government should also pay attention to image repair and public psychological comfort after the public opinion crisis.By studying the network public opinion government response to the marathon incident in Baiyin City,Gansu Province.This paper summarizes the problems existing in the local government’s response to network public opinion caused by sudden public events.Proposing countermeasures and suggestions for these problems is conducive to bringing some thinking in improving the local government’s ability to respond to online public opinion.These countermeasures and suggestions have certain reference significance for local governments in my country to effectively respond to network public opinion in public emergencies.
