Study On Munitions Security Of The Armed Police Force Responding To Emergencies

At present, with an increasingly complex, various and instable domestic and international situations, such as exacerbating the threat of terrorism, the rising of ethnic separatist, the domestic social and economic contradictions, the Western hostile forces in the implementation of the "disintegration and westernization" has not changed, the Chinese Armed Police Standby Forces (CAPF standby forces), as an important force in handling large-scale emergencies, will take arduous tasks and heavy responsibilities. Vigorously carrying out the research of emergency-handling quartermaster support of CAPF standby forces is not only the basic requirements of Central Military Commission and Headquarters, but also the needs of enriching the theory of CAPF logistics support. Moreover, it is conducive to complete emergency-handling quartermaster support better and improve the supporting effectiveness.The research of emergency-handling quartermaster support of CAPF standby forces is a very complex, a huge systematic project involving many things. This paper mainly discusses the supporting modes by using the home and abroad emergency logistical support theory. Firstly it defines some related concepts of emergency-handling quartermaster support, the scope of the study, and then briefly discusses the three basic theories such as the system theory, military logistics theory and logistics support theory. After a comprehensive analysis of recent achievements and existing problems of emergency-handling quartermaster support of CAPF standby forces, the paper discusses the emergency-handling quartermaster support modes of CAPF standby forces deeply, to be specific, the emergency-handling quartermaster supporting process, from how to do procurement, storage, distribution to how to build an integrated quartermaster supporting system, as well as how to improve the supporting capabilities. Then the present author puts forward that in order to do better in emergency-handling quartermaster support, we should establish a correct concept of quartermaster support; improve the quality and ability of quartermaster supporting personnel; strengthen the construction of quartermaster supporting infomanization and improve the laws and regulations of quartermaster support. At last, the conclusion is drawn.
