Political Corruption is that public officals make some accomplish or non-accomplishdeliberately for improper personal gain in the public domin. Since the late1980s and the early1990s, marked by Free market economy beginning to dominate in economy, and One-partydominant system beginning to turn to Two-party system or Multi-party system, India’seconomic and social is experiencing profound social transformation. In the transition, politicalcorruption in India is very prominent, mainly manifested as political corruptions in publicservices, consist of basic public services, economic public services, social public services andsocial public safety services, and judicial corruption under the independence of the judiciary,public corruption in party and parliament.This text integrated use all kinds of the occurrence system of corruption’s departmentthat can be referenced, use the Neo reaserch methods that created by American famousscholar North as main theoriatical basis, totally and deeply analyze the mechanism of theIndian public corruption in the period of transition. On the incentive mechanism, someelements, such as incentive ideas’ dislocation, incentive measures’ distortion and incentivemechanism’s chaotic operation and so on, provide subjective desire for public officials toparticipate political corruption. On the opportunity structures, the opportunities for corruptionof politics, economy and society, povide posibilities for public officials to advance politicalcorruption. On the constraint mechanism, the limited role of moral constraints, the weakedmechanism constraints, the powerless legal constraints and so on, provide flaw to supervisepolitical corruption. The Political Corruption’s Occurrence Mechanisms in the TransitionPeriod of Indian Society are maked up by these three mechanisms. The Political Corruption’sOccurrence Mechanisms in the Transition Period of Indian Society provide useful lessons forus to control political corruption in the perild of transition from incentive mechanism,opportunity structures and constraint mechanism.
