With the development of Chinese opening and reform policy and the establishment of market-oriented economy, the undertaking of Chinese modernization has made great achievement, but the phenomenon of corruption is also appearing and even spreading as a result of changes of political , economical and cultural element. Corruption can do great harms: it stop the system from transforming; it destroys the justice of political governance, it bring down the efficiency of administrative system strike the rule of the operation of economy and pollutes the value of social moral, the CPC and Chinese government have a clear mind about this problem, and has made no spare effort to battle it , but the problem has not been radically solved , and the situation of anti-corruption is still tough.A deep thought of the problem of corruption leads us to pay attention to the cultural origin of it , for the reason that all the phenomenon of corruption is related to the persons who were involved in it, and all is human beings are cultural animals , that is to say , culture is the manner of man's existence. Therefore, to analyze the problem of corruption is of great significance, especially to such countries as china which enjoy a long history and rich traditional cultural. Chinese traditional political culture pay more attention to such aspects as mind personality mind-training ethics and morality, and this made most Chinese often consider the use of public power , not from the angle of systems and rules but from the angle of ethics and morality , Chinese traditional political culture has both positive and negative rules with relation to the corruption problem. As to the negative ones , the elements which work all the time is the concept of the people are the root of the country the concept of upright officials the concept of to be the master of the people the concept of self discipline and idea of shame from the Confucian and the concept of equalitarianism; as for the negative ones , the traditional cultural elements are the idea that human nature is good the manner of thinking which values ambiguousity collectivism the idea that personal relation can speak louder thanlaws> the idea of privilege. Nowadays the Chinese political culture is witnessing change and transformation , which play a complex rule to corruption problem. Generally speaking, during the transitional period, the limitation which political culture has been making to the corruption is disappearing, which make is problem is more serous. But the positive cultural elements is appearing, too, eg, the idea of political participation , the idea of democracy and ruled by law.The analysis of the relationship between Chinese political culture and the problem of corruption bring us many enlightment: to fight against corruption , our emphasis of work should be to strengthen the training and education of the view of universe ^ life of the leaders in the public departments, promote the transition and construction of civil political culture and handle properly the relationship between construction of systems and culture .Only when we win the battle of anti -corruption , our undertakings of modernization and our effort to build up socialist country with Chinese characteristic is possible to be successful.
