Research On The Performance Of Village Official University Policy From The Perspective Of New Village Construction

Since1995the Fen Xian in Jiangsu Provinces carry out a project named Eagles, Village Official University Policy has been developing for15years in our country’s history. And the Village Official University Policy has already achieved great results, in the end of2008, the amount of College-Graduate Village Official is up to13millions, distributed in31provinces, municipalities and autonomous regions,1381counties, except Hong Kong and Macau, covering20%of the village committee. However, The University Student Village Policies also have some deficiencies. Based on this situation, this paper set Village Official University Policy in Jiangsu Province as an example, use of questionnaires, analysis the performance of Village Official University Policy in Jiangsu. The article summarizes the lack of Village Official University Policy, and proposes policy advice to promote its gradual improvement.This article is divided into four parts, Part1:Summarizes the evolution of the system of Village Official University Policy, including creation, operating system, development and achievement of Village Official University Policy in our country. Part2:Through questionnaire, summarizes current situation of Village Official University Policy in Jiangsu Province. Part3:The College-Graduate Village Official, grassroots cadres, villagers of different entry points, this paper analysis the performance of the policy of Village Official University Policy specifically. Part4: Summarize the problems and the measures of current Village Official University Policy.The results showed that:First, at present, the Village Official University Policy has already obtained a better system in the development of Jiangsu Province, and it also flies a good social impact in the college. Second, using Fuzzy Synthetic Evaluation Model, the performance score R of Village Official University Policy in Jiangsu is5.954. It means that the effect of Village Official University Policy is generally, and I think this is a manifestation of the imperfect development. Third, Grassroots cadres and the villagers show positive attitude to the College-Graduate Village Official and the Village Official University Policy.
