On The Problems And Coping Measures Of Hunan’s Implementation Of The Strategy Of "Going-out"

During recent years, there appeared more and more research essays on "going-out" by the theoretical and practical workers, but most of them laid stress on research of the theoretical evidences of "going-out"and the individual cases of the enterprises and inquired into the question from the viewpoint of economic development, while less comprehensive research had been made on the development strategy, overal layout and specific measures of a region’s "going-out". As a matter of fact,"going-out" nowadays for a region is not only a problem of specific move of develoment, but a major development strategy, not only a single problem of economic development, but also an important research subject of how to enhance the comprehensive strength. From the practice of opening-up we know that out country has experienced the periods of giving priority to "taking-in", laying equal importance on "taking-in" and "going-out’, and incessantly expanding "going-out". Along with the enhancement of the comprehensive national strength and promotion of opening-up of our country,"going-out" will transfer from a single field of economy to an overall, multi-level and wide-field layout. An integrated research on Hunan’s "going-out" of the multi-fields of economy and social undertakings etc. conforms to the new developing trend of opening-up and will further improve the opening-up and internationalization of Hunan in the new situation.The practice of "going-out" stemmed from the West. The theories related to international trade and foreign investment of the Western countries are the theoretical basis of "going-out". From the theory of international trade, there are mainly the theory of international division of labor and that of outlet of surplus of products. From the theory of direct foreign investment, there appeared many sects after the1960s, including not only the micro-theory, but also the macro-theory of international direct investment, not only the theory of foreign investment of developed countries, but also that of the developing countries. Forming of theories and contending of opinions can provide us useful guidance and experiences for our research on "going-out".Combining with the provincial situation of Hunan, especially the practice of opening-up to the outside world, the "going-out" of Hunan can be divided into three stages, i.e. germination, initiation and accelerated development. From the viewpoint of law of development of openning-up, along with expansion and deepening of opening-up and continuous enhancement of the overall strength, the "going-out" of Hunan will gain more emphasis and rapid development than ever, and will change from the single field of economy into the trend of equal importance of the fields of economy and social undertakings.With a view to taking it into serious consideration how to give impetus to Hunan’s better and more rapid "going-out", the paper made all-round analysis on the status quo of the "going-out" of Hunan from the four aspects of the "going-outs" of personnel, that of enterprises, the "going-out" in the field of social undertaking, and the public management and service for it on the basis of comprehensive review of the histry of "going-out" of Hunan. It believes that the "going-out" of Hunan has made considerable progress and maintains good situation. But at the same time, there are still some problems in Hunan’s "going-out" that need to be settled, such as relatively small scale, low level, weak resistance against risks and narrow channels etc. The major causes for the existing problems are mainly thoughts and ideas, administration, level of economic and social development and other unpredictable elements from abroad.To get knowledge of the problems is for settling them, for which strategical thoughts should be raised from the macro-level and the specific operational measures should be put forward from the micro-level. On the aspect of macro policy,"going-out" of Hunan needs further renewal of ideas, establishment of strategical principles, layout of development plans and strengthening of leadership etc. On the micro-level, we need to perfect the supporting system of fiscal, tax and finance. On the level of government administration, we should enhance the guidance, coordination and effieciency. On the level of social service, we should accelerate the building of supporting service system of information, intermediate, channel and talents. On the level of environment guarantee, we should strengthen infrastructure construction, public propaganda and consul protection. On the level of carrier, we should expand the market, optimize the structure, establish self-owned brands and so on for the development of the carrier.
