In the cause of transforming the government functions, and settling down some inherent drawbacks for nation’s government departments like institutional setup high side、departments overlapping responsibilities、departments overlapping functions. In2007, Report to the Seventeenth National Congress of the Communist Party of China proposed a concept that is big-department system. Currently, the big-department system reform is still in a initial stage, many intensive drawbacks need to be resolved, among them, supervision of administrative power is most difficult.The paper firstly illustrates the general theory for supervision of administrative power, analyzes new features for administrative power after big-department reform. such as power structural separation、integrated power、expansion of administrative power. And highlight the necessity for supervision of administrative power in accordance with illustrations for administrative power characteristics under a strengthening big-department system. Then, it’s a description for the supervision status of administrative power in our country, mainly points out some current problems, such as short of consciousness to administrative power supervision、 dependent administrative power subject、supervision process simplification、 supervision of administrative power low level of legal、weak force for administrative power supervision、administrative power running one-way、supervision of big-department’s power is difficult to run、supervision of big-department’s Chief Executive. And analysis for the reasons which leading to these issues, and there are three reasons:Effect of traditional ministry system、ill-prepared theory for big-department reform and deficient practical experience for big-department reform. Secondly, we can learn from the abroad big-department practical experience. So that to introduce abroad big-department practice from six respects:legislature administrative internal organs、judiciary、political parties、citizens and social groups、 public opinion. And in accordance with our national conditions, here the paper summarized five available reference experience:scientific and rational integration for big-department is a prerequisite、focusing on the separation of checks and balances on administrative power、strengthening the supervision to the chief executive、enhancing independence and authority to the administrative supervisions、strengthening the supervision of media’s. Finally, some countermeasures are proposed to strengthen our national administrative-power supervision. To improve the traditional system of supervision,includes internal supervision and external supervision;new countermeasures include establishment of an independent and authoritative institution establishment of information and intelligence network.
