The law has a close relationship with the ethic, the ethical conception is the value basis and proper recourse of law. The evolution of ethical conception promotes the vicissitude of law. From the general to the specific, environmental ethics, which has significance on rule of environmental law, will promote the vicissitude of environmental law.In the20th century, the environmental problem has been a serious social problem which requires more attention and concern, and the occurrences of severe pollution in particular make the necessity of retrospect in human ethical conception and conducts gradually obvious. Meanwhile the ethical conception in concentration of natural rights and interest appeared, which stresses that each life in the world is equal and humanity is not the ruler but a member of diverse lives in the globe. In a word, the ethical conception offers the notion that nature and environment have their intrinsic rights to survive and live better. This new ethical notion challenged the ethical conception in concentration human interest and affected legal basic theory greatly. As the reflection of the alteration, there are many law cases concerning natural rights springing up in some countries. The facts prove that the evolution of environmental ethics have promoted the vicissitude of environmental law.In the province of Environmental Law, what is the object of its regulating is a basic problem. There are some arguments about the adjusted objectives because of the recognitions of the adjusted objectives, especially on the relationship between man and nature:one theory is that the adjusted objectives of environmental law is the same as that of traditional law, that is to say, the relations between man and man. The other theory thinks the adjusted objectives of environmental law not only adjusted the relations between man and man, but also the relations between man and nature. This article attempts to point out from the angle of the environmental ethics that the external value and inherent value of environmental are uniform. In the aim of protecting benefits of mankind and maintaining other species’balanceable development in the presence of law of nature. It is very necessary to admit and protect this inherent value. Based on such morality, the best way is to admit that environmental law can regulate relation between mankind and environment. In a conclusion, adjusted objectives of environmental law not only adjusted the relations between man and man, but also the relations between man and nature.
