At present, the competence of the government，s public service is a hot problemin our country. As for one of the indispensable main suppliers,the competence of thelocal government’s public service is directly related to the overall development of cityand countryside、the level of new rural construction and the realization of localpeople’s benefits. countryside．Accelerate the study and constuction of the capacity ofthe township government, improving capacity of the township government constantly,are the necessary requirement to build public service government, having veryimportant theoretical and practical significance in improving the image of thegovernment、getting the people’s trust and achieving social harmony.This article focuses on supplying an analysis to the factors oft the townshipgovernment, Through the empirical analysis to explore approach of enhancing theirability to supply the public services.Article were divided into five chapters．The first chapter mainlyintroduces thebackground of subjects t,the meaning and purpose of research， such as at home andabroad. Chapter I I focused on the competence of the local government’s publicservice theory, explain the meaning and classification of public services, the relationsbetween the competence of the government and the capacity of public service,thedifferent stages of development on public service capacity in foreign contries,bringing forward the concept of the competence of the government’s public service.The third chapter mainly take a certain rural township for a case of empirical analysisto the impact of factors about the competence of the local government’s publicservice.Through surveys,interviews,inspection methods such as literature,thensummarizes the current township’s situation and problems of public service. Thefourth chapter focuses on mading a theoretical analysis to the impact of factors aboutthe competence of the local government’s public service. Among them, these factorsinclude the functions of local government, personnel, financial resources,performance examination and evaluation mechanism, the external environmentalfactors and so on.
