Study Based On E-government To Improve Local Government’s Public Service Competence

Since the 1990 s, with the rapid rise of the network technology and information technology and the widespread application, the application of e-government information technology has become an important means governments manage essential to the process, the government has become a viable way to improve public service capacity. E-government makes the government’s traditional administrative mode shift to a virtual administrative services model, governments have attention from the "e-government" and gradually from the traditional Chief transition to e-government, in order to provide better public services to meet community and citizens’ needs. But in the service-oriented government building, how to better use of modern electronic information technology to provide better public services for the government, has become the most important issue. Although early in the Party Congress and the Third Plenum clearly stated that "the implementation of e-government, the construction of public service-oriented government, and provide a strong institutional guarantee for building a moderately prosperous society." However,in practice the Chinese government to provide electronic Chief of public services in the process, there are still many problems to be solved, such as: unequal public service objects, imperfect public service electronic devices, government information resources sharing capability is not widely used, performance evaluation system is not perfect and other issues. Therefore, based on the theoretical perspective of e-government, mainly to take literature research, comparative research method, on the status of e-government public services our analysis to explore the impact of e-government grassroots public service supply capability of the obstacle factors, and through combined with China’s actual situation, as well as domestic and foreign scholars have studied the theoretical basis for e-government public services, summed up the capacity of local governments to provide public services in the process of how to use e-government information technology to improve public services, local governments, and promote more promote China’s social and economic good and fast,sustainable development. Truly benefit all, for the benefit of society, emphasizing that in the perspective of e-government view, through the implementation of e-government,to work hard and enhance public service capacity of local governments to improve theefficiency of the government’s public service.
