China’s Grass-roots Power Restriction And Supervision In The New Era

At present, our country is in the all-round construction of a socialist harmonious society in the new period, but it has also caused social profound changes. In this particular historical moment, to strengthen the power restriction and supervision, to ensure that the norms of public power, reasonable, and efficient operation is essential for healthy development of China’s economic and socialel ements. The seventeenth report of the Communist Party of China clearly point out that, we must improve the mechanism of restraint and oversight and ensure that power entrusted by the people is always exercised in their interests. We must have institutions to govern power, work and personnel, and establish a sound structure of power and a mechanism for its operation in which decision-making, enforcement and oversight powers check each other and function in coordination. It pointed out the direction for China’s current power restriction and supervision system.After reform and opening up30years of development, China’s power restriction and supervision system construction has made remarkable achievements, initially set up the restriction and supervision system of regulations of the Party and state laws and regulations as the main power. But the power of restriction and supervision system of some problems still exist. Also, because the most direct impact on the masses of the people, the most widely used power from the grass-roots level, so the key and focus of the restriction and supervision of the public authority should at the grass-roots level. If the grass-roots power without checks and supervision, then the power restraint and supervision of the whole country will be unattainable.To solve the above problems, this paper will use all kinds of research method, from grass-roots power analysis of definition, further to explore the marxist theory of power restriction of the development and significance, thorough analysis in China power restriction and supervision of the base of the practice since reform and opening-up, to explore the abuse of cause and harm, this paper studies how to strengthen the power restriction and supervision, arid try to make our country’s power restriction and supervision system more sound and perfect.
