Study On The Interpellation System Of The Vietnam Congress

In recent years, Vietnam Congress had continuously innovated and improved the efficiency to become the highest organ of state power that can be on behalf of the people’s wills and volitions. One of the ways to improving quality of congress activity is to improve the effect and effectiveness of the congressional interpellation and answering activity. So the government can burden their responsibilities of managing the country.In fact, it has become the focus in the academic circles to reform the interpellation and answering about its processes and procedures, and improve relevant laws and regulations, interpellation and answer in the study. Although the interpellation had a long history in this world, questions about activities of scientific basis, theoretical method and documents of legal norms are not been fully studied.《Study on the Interpellation system of the Vietnam Congress》 mainly focuses on evaluating the legal foundation to propose the improvement measures, so that, the legal system of the congressional representative inquiry and questioned bodies answer can be perfected under the framework of Vietnam Congress and congressional bodies. This paper concentrates on studying the present situation of the regulation system of the interpellation in the Vietnam legal documents, and points out its shortcomings. On the basis, improvement measures of the law and regulation system of the interpellation and answering will be proposed.In this paper, besides the preface, conclusion and reference directory, the structure includes the following four parts:Part I:Overview interpellation system of the Vietnam Congress; Part Ⅱ:The form of interpellation system of the Vietnam Congress and its operation mode;Part Ⅲ:The present situation and questions of the interpellation system of the Vietnam Congress;Part Ⅳ:The measures and suggestions to perfecting the legal system of the interpellation system of the Vietnam Congress.
