An Empirical Research On The Special Inquiries Of Ningbo People's Congress And Local People's Congress Of Ningbo

The Special inquiry system of People's Congress is a new way of supervision.In June 24 th,2010,the eleven session of the fifteenth meeting of the NPC Standing Committee,the special inquiry was carried out for the first time on the 2009 central budget report in the panel discussion.Later on,special inquiry is carried out in many fields,covering people's well-being.Local people's congresses follow this example,step up its oversight work through special inquiries into major issues.Ningbo People's Congress also tries to carry out this work.The thesis starts with the implementation of the special inquiry system of Ningbo People's Congress and Local People's Congress of Ningbo,analyzes on its experiences,and finds out its problems,studies on the existed problems.This thesis will then work out the relevant solutions and suggestions.The first part gives a theoretical overview of inquiry,interpellation and special inquiry,studies on the differences of three conceptions,simply describes the function of the special inquiry,analyzes the theoretical basis of the oversight of special inquiry.The second part introduces the special inquiry system of Ningbo People's Congress and Local People's Congress of Ningbo generally,explains the overall situation and implementation of local people's congress,taking Ningbo People's Congress and Zhenhai People's Congress as examples.The third part analyzes the shortcomings and causes of the special inquiry system in Ningbo.The shortcomings are in five aspects,such as defect legal assurance,non-normal special inquiry,imperfect operating system,weak self-construction,and lacking of openness.The causes are in four aspects,such as little supervise consciousness in accordance with the law,disorder self-organizations,lack of ability to perform duties,incomplete practical experiences.The last part works out the specific solutions on improving the special inquiry system of Ningbo People's Congress and Local People's Congress of Ningbo.Proposing the suitable suggestions to perfect the legal and regular construction,stimulate the normal development of special inquiry,further perfect its operating system,strengthen the self-construction of people's congress and promote the degree of openness.
