A Study Of Urban Floating Population Management: From A Citizen-Centered Perspective

China’s government has legislated to solve the population problem in the recentyears. There are230million floating population by the end of2011. Floatingpopulation has faced lots of urgent problems which should be solved immediately.The way to reform and innovate the management of floating population, the effectivemethod to manage it, achieving equalization in public service and so on are importantsubjects worth studying. The article aims to introduce the concept of citizen-centeredand the ways to perfect the management of urban floating population by studying andanalyzing the traditional management mode as well as beneficial attempts andinnovation in some cities.The article engages in urban floating population management issues. Spotinvestigation, literature research and case analysis and such research methods are usedto study the core problems of the management and service of floating population.Firstly, starting with the concept of citizen-centered, the advantages for the reform ofmanagement of urban floating population are discussed. The article has proposed theexperience of traditional urban floating population management mode, the problemsand the cause analysis; Secondly, putting forward the targets of reforming themanagement of floating population based on the concept of citizen-centered;Furthermore, taking examples in the city of Jiaxing and Shanghai, the article describessome beneficial attempts and practices of current management of floating populationin our country and summarizes the experience and the problems; Finally, based on theconcept of citizen-centered, besides emphasizing the importance of service andguarantee system, reform program of urban floating population management has beenproposed from the aspects of legal system, organization establishment, divisions offunctions and operation mechanism.
