The Public transport infrastructure is one of the important components which isrelated to people’s livelihood and social stability. It has become the top priority todelivery of public transport infrastructure effectively, which is the ability to achievethe better public interest and provide better public services for the people.According to the Traditional theory, the government has been a well-deservedunilaterally provider because of the non-exclusive, natural monopolies and public ofthe infrastructure. With the Social progress and the development of socialist, themarket which as a legitimate independent subject is also increasingly bear more andmore social responsibility, is also involved in the governance affairs of the supply andbecome another governance Subject. Inevitably, because the existence of their ownshortcomings of government and market, to a certain extent, producing the“government failure” and the “market failure”, so resulting the governance of publictransport infrastructure in low efficiency, even to the dilemma of inefficient. Inaddition, with the awareness of citizen participation, capacity and enhance the qualityof society, the society as a third party subject, also began to participate in thegovernance of the infrastructure,“third-party failure” or “voluntary failure” hasbecome an important factor in the impact of infrastructure governance.The theory of cooperative governance which is a new theory and governancechoices in China is a response to the government, market and social governance (thirdparty), it emphasis on three main equal participation of the main identity model ofcooperation, joint participation in the governance of infrastructure cooperation.Based on such a premise, the author reviews the public transport infrastructure,research and theory, and cooperative governance theory detailed description anddefinition of the status of governance in the first two chapters; in the third chapter,analysis our public transport infrastructure and elaboration, in Chapter IV describesthe causes of the problem from the perspective of the government, market and society(third party), analysis of their shortcomings and the problems through cooperative governance perspective; in Chapter fifth analysis public transport reform case analysisof evidence, based on the theory of cooperative governance, the proposed publictransport infrastructure in the framework of cooperative governance policies and withthe proposals to the governance of our country’s infrastructure to provide a moreeffective ideas for improvement of the governance model.
