Research On The Government Function Of PPP Model In The Construction Of University Infrastructure

In 2013,the Chinese government guided social capital to participate in the construction and operation of public infrastructure such as medical institutions,old-age care,education,culture,sports and so on by using PPP model.With the extensive application of PPP mode,China ushered in the era of "big infrastructure +PPP".Based on the attribute of public goods in higher education,PPP is undoubtedly an effective way to raise funds for infrastructure construction in colleges and universities.It is played a positive role in optimizing the allocation of university resources and solving the problem of fund gap in university infrastructure construction.However,the PPP model of public infrastructure in China is still in the initial stage of exploration,with high risk and low actual landing rate,and a series of difficulties.The application of PPP mode in China is mainly focused on transportation and municipal administration.There are few applications in the field of education,especially in the field of higher education,and there are many failures in the PPP project of university infrastructure construction.Under the background that PPP mode is widely applied in various fields,how to make rational use of PPP mode and solve the problem of infrastructure construction in Colleges and universities has been widely concerned in the theoretical and practical fields.Based on the basic theory of PPP mode and the transformation of government functions in the PPP mode,combined with the characteristics of the PPP mode of university infrastructure,this paper analyzes the status of the government's role.Through the investigation and interview analysis of PPP model in the university infrastructure construction and application of the status quo and problems of the public,according to the PPP model risk liability object classification summary,the government plays a leading role in the direction and control of university infrastructure PPP project,combined with the research situation,the existence of government project and light heavy administrative feasibility the examination and approval,the construction period of the project completion efficiency of weak supervision and is not implemented,the operation period of the project revenue compensation and performance evaluation system of project handover period dispute exit mechanism and sustainable operation of audit is not perfect and other major problems.From the perspective of government functions,this paper analyzes the current situation of government functions in the construction of university infrastructure using PPP mode.At the same time,through the PPP case analysis of Australian and British school infrastructure construction,it will provide some experience and inspiration for our government to play its role better.Finally,with the function of our government public universities infrastructure construction PPP mode application problems and the successful experience of foreign countries,through the strengthening of government service cooperation consciousness,to establish a "government –the third part-teachers and students" supervision mode,establish a reasonable incentive mechanism,improve the income compensation,performance evaluation and the PPP project dispute exit mechanism to achieve a reasonable sharing project risk to put forward specific operational measures to improve the effectiveness of the new normal public university infrastructure PPP mode application...
