Study On Government Governance Of NIMBY Conflict In Public Infrastructure Construction In Shenzhen

The planning and construction of public infrastructure is the foundation of national economy.The rapid urbanization process has created a miracle of development,but at the same time it has also caused many new problems and challenges.Among the many social contradictions,the problem of NIMBY is particularly striking,which has become a typical challenge for China's urban governance in recent years.Shenzhen,located on the eastern bank of the pearl river estuary in Guangdong province,is just across the river from Hong Kong,a huge coastal city in southern China.In 40 years,Shenzhen has grown from a small fishing village with a population of only over 30,000 to a large modern city with a population of more than 10 million.According to the data at the end of 2016,the population density of Shenzhen city is 5,689 people/square kilometers,and the population density of main urban areas is as high as 8,600 people/square kilometers,ranking first in the country.With the acceleration of urbanization,citizens' demand for urban public infrastructure is higher and higher.To meet the daily needs of Shenzhen residents,Shenzhen has built sewage treatment plants,landfill sites,substations,airports,subways and other public infrastructure.At present,Shenzhen is in the process of marketization,urbanization and globalization.Both the land resources required by public facilities and the environmental resources that citizens wish to have are extremely scarce.Therefore,the contradiction between public infrastructure construction and the "environmental rights" and "spatial awareness" enjoyed by the public has become increasingly prominent in recent years,and NIMBY incidents have been constantly emerging.NIMBY events stem from the absence of open decision-making mechanism in NIMBY decisions and the absence of risk communication in the construction of NIMBY facilities.This paper collected a large number of references at home and abroad and combined with interviews,adjacent to avoid problems on the background and related concepts,theories,parsing,and analyzes the cause of Shenzhen adjacent to avoid events,and combined with relevant government practices in foreign classic case summary,eventually become the Shenzhen government public infrastructure construction countermeasures and Suggestions from the event management.
