In recent years,with the development and progress of the society and the acceleration of urbanization,the living standards of the people have been improving.People’s demand for urban public transport tends to be more diversified.The development of public transport in small and medium-sized cities has made some progress in terms of quantity and quality of the service,but the development level of the public transport lags far behind the process of urbanization.The problems of road congestion,travel,driving and parking have become more prominent.The development strategy of "public transport priority has not been really implemented.The level of public transport development is far from meeting the needs of the people in the new period and the contradiction between the two is increasing day by day.Therefore,it is urgent for small and medium-sized cities to further promote the reform of urban public transport system and mechanism and supply-side structure,increase the innovation of the supervision mode of public transport industry,improve the quality of public transport service,and effectively alleviate the contradiction between supply and demand.Promoting high-quality development of urban public transport will better meet the diversified travel needs of citizens so as to increase the sense of acquisition and happiness of the people.Under the background of the development of "public transport priority and the new round of public transport reform,this paper studies the development of public transport and the evolution of government supervision mode in small and medium-sized cities in China,focusing on the three stages of nationalization,privatization and re-nationalization of the public transport reform in H city.This paper empirically analyzes the evolution course,characteristics and existing problems of the government supervision mode of public transport in H City.Combined with relevant theories and practices,this paper summarizes three kinds of supervision modes in H City:strong regulation and supervision mode,weak deregulation mode and multiple governance and supervision mode.Depending on different subjects such as citizens,enterprises,and regulatory authorities,questionnaire survey and field interview are adopted to analyze the government supervision demand of the urban public transport in terms of the following five dimensions,the government responsibility,the planning and construction,the operation and management,the service safety and the inspection supervision to carry out the analysis of the factors so as to inspect the satisfaction.It is concluded that there is a positive correlation between the five dimensions of regulatory needs and overall satisfaction.Mass transit participation can effectively improve the overall satisfaction of the people.The supply and the demand of the public transport service has a significant positive impact on satisfaction evaluation and plays a role through government regulation.According to the idea that "satisfaction reflects problems,behind the problems lie regulatory requirements,and demand determines regulatory supply",the ideas,principles and related suggestions for constructing supervision modes of the public transport in small and medium-sized cities are proposed.The analysis shows that the effect of the political supervision model and the regulatory supply factors are mainly expressed by the satisfaction,the sense of acquisition and the demand evaluation.Regardless of the regulatory mode adopted at any stage of development,the regulatory requirements and supply factors are basically the same,including five dimensions,government responsibility,planning and construction,operation and management,service security and supervision and inspection,the five of which are only different in the understanding,application and focus of the supervisory mode practitioners at different stages.The government must be the main provider of public goods for urban public transport service.It is necessary to properly handle the relationship between the government and the market,clarify the boundaries of the responsibility between the government and bus operators,and strive to balance the public interest and profit-making contradictions of public transport.The six principles and five dimensions of supervision supply construct the framework and recommendations of the multi-governance government supervision model with the idea that the concept of diversification,the subject of diversification,the object of diversification,the means of diversification and the link of diversification are as the elements,that"the government attention is the premise,the legal policy is the key,the financial input is the guarantee,the planning and guidance is the basis,the infrastructure is the focus,the service quality is the carrier,the mass demand is the foundation,multi-dimensional governance is the core,and collaborative governance is the support."...
