Study On The Problem Of Public Participation In The Supply Decision Of Rural Public Goods In Guangxi

Public participation is an important index which is a measure of thedemocratic political development level. Without public participationdemocracy is immature, undeveloped, imperfect democracy. This paper’smain objective is to build an effective mechanism for public participationin supply decisions of rural public goods in Guangxi, so as to providingtheoretical guidance for public participation in supply decisions of ruralpublic goods in Guangxi. The main research method is qualitativeresearch. It Adheres to combine theory and practice，and uses Literatureanalysis, case analysis methods, comparative analysis of methods and soon. The Article study the historical status quo for public participation insupply decisions of rural public goods in Guangxi. It clears the mainquestions which are Imperfect system of participation, low levels ofparticipation, hysteresis behavior of the participation, Lack of channels ofparticipation, low impact of participation, lack of specific laws andregulations and so on. It analyzes the main causes in the supply decisionof rural public goods. Through the introduction of the " micro democraticChangsha mode" and" participatory budget flooding mode" for reference,it builds the public participation mechanism in the supply decision ofrural public goods in Guangxi based on the public goods supplydecision-making flow chart. It provides theoretical guidance and practiceoperate for public participation in supply decisions of rural public goodsin Guangxi.
