The supply of rural public goods is not only related to the rural economic and social development,but also affect the overall development of the country.To solve the problem of structural imbalance in the supply of rural public goods,we should start from the scientific and democratic decision-making about the supply of rural public goods,realize rural public goods' structural reform of supply-side,and really meet the diverse and complex needs of public goods in rural areas.In this sense,the study on decision-making about the supply of rural public goods shows a higher value and stronger urgency.Through the field investigation and concrete analysis of the supply situation about road infrastructure in D village,this paper tries to extract the basic framework and key issues of decision-making about rural public goods supply from the sample situation,and then explain it from three interrelated perspectives of the behavior,relationship and culture.Finally,the paper seeks to optimize the decision-making about rural public goods supply and improves its scientific,democracy and effectiveness.First of all,basing on the survey data and information of decision-making about road infrastructure supply in D village,this paper describes the decision-making process of road infrastructure supply from three aspects,such as decision maker,decision rule and decision result,and extracts the main problems existing in its decision-making process,such as the closed decision core,the implicit decision rule and the lack of decision effectiveness.Secondly,on the basis of realistic description and problem analysis of decision-making about road infrastructure supply in D village,the paper tries to transcend the situational threshold,and draws out the main participants' unbalanced participation —“leading-dependent” participation,in the process of decision-making about rural public goods supply from the sample situation.And then,the paper explains the reasons for the emergence of unbalanced participation.That is the differential relation pattern—“center-periphery” power structure,between the maindecision-making bodies based on the mastery and control of scarce resources.Furthermore,the paper unscrambles the deep factors from cultural interpretation that influence the unbalanced participation and the differential relation pattern in the supply of public goods in rural areas.Finally,the paper makes a panoramic analysis of the relationship between the unbalanced participation,the differential relation pattern and the cultural cognitive model of “difference psychology”,and discovers that,to solve the problems of decision-making about rural public goods supply,it is necessary to optimize the system of decision-making about rural public goods supply from three aspects,such as decision-making system,decision-making relationship and rural political culture,which is the key to complete this paper and is really beneficial to the economic and social development of rural area.
