Research On Public Participation In Public Goods Supply Decision-making In Economically Developed Region Of China

Public participation in the policy-making of public goods supply plays an important role.It can keep local government decision-making in track,uphold the publicity of public goods supply and promote fairness,improve the quality of public services,effectively deal with the policy exclusion in public service,and achieve the goal of equalization and standardization in the supply of public goods.At present,literatures on the public participation and public goods supply provide a lot of useful reference,but the studies of how the public can participate in the decision-making of public goods supply in different fields of fields,are still inadequate.Therefore,based on the current typification of public goods supply,this study explores the ways,paths and influencing factors of public participation in the policy-making process of public goods supply in economically developed areas,provides suggestions and countermeasures for further improving the quality of public policy participation.On the basis of literature and theoretical research,this study explores the motivation,form,path and effectiveness of public participation in the policy-making of public goods supply,synthetically using the methods of case analysis,institutional analysis,et.al.This study tries to explore the institutional obstacles and constraints of public participation in local government decision-making on public goods supply,as well as the countermeasures to overcome these obstacles.The main contents of this study are as follows:Firstly,clarify and define the core research concepts and main issues of public participation in public goods supply decision-making.On the basis of literature combing,using the concept of citizen participation ladder,stakeholder theory and so on,this paper focuses on the research topic from the two dimensions of "public goods supply" and "Public Participation",selects the angle of analysis,establishes the path of analysis,and strives to embody the particularity of this study.Secondly,investigate the stakeholders and public participation pattern in the public goods supply decision.This paper analyzes two paths along the field of stakeholder relationship network analysis and public goods supply,on the basis of explaining the influencing factors of public participation in public goods supply decision,and makestheoretical discussion and practical analysis on the strategies,ways and paths of public participation in three types of public goods supply decision.Thirdly,this paper discusses the path conversion and institutional mechanism of public participation in the supply of public goods.From the perspective of analyzing the model change of government decision-making,combined with the basic characteristics of public policy participation in the Internet era,this paper probes into the microscopic practice of public participation in public goods supply decision from the aspects of discussing the dynamic mechanism,organization mechanism,policy debate and consultation mechanism,and safeguarding public participation conditions.Finally,on the basis of typical case study,this paper puts forward some ideas and countermeasures to optimize public participation in the decision of public goods supply.Through the practice investigation and historical analysis of public participation in Wenzhou,the paper further probes into the practical form,systematical path and performance-related output of public participation in public goods supply decision-making in economically developed areas,and proposing countermeasures based on the basis of analyzing the restraint factors and specific problems.Through the investigation,there are several conclusions: 1)The supply decision of public participation is under the influence of specific institution environment.Participation cost,expected probability,supply system,degree of governmental measure regulation are all crucial factors for the environment.We can put the public participation into the actornetwork consisted of multiple stakeholders,and then conduct the inspection and analysis.2)The actor-network(stakeholder relationship)that is supplied by public products,the transaction type of public products and the public participation are closely related.On the one hand,the degree of public participation and the stakeholder relationship share a direct correlation.Under the relationship type of strong interest-strong responsibility and of weak interest-strong responsibility,the degree of public participation will be higher.On the other hand,the degree also shows a positive correlation with the transaction area,which is provided by the public products.In the decision-making mechanism related to the protection of basic public rights,the public participation has a normal distribution and also a higher degree.3)In the investigation of typical cases and through the approaches of“two representatives with one committee member”mechanism,private think-tank and opinion survey,the local government enhances the capacity of actively accepting public opinions.And by means of the mayor hotline,citizen surveillance group,TV politics and network politics,the government also improves its efficiency of helping citizens to take part in the supply decision-making mechanism of public goods.However,high-quality development of civic engagement still face numerous challenges,and further efforts such as theoretical research as well as practical innovation are needed.
