An item of law institution is not only for representation in legislation, but also for the implementation. Just as the saying"the life of law doesn’t lie in logic, but in experience". The increasing of experience study in the science of law makes the implementation more important. Factors that influence on the implementation of law are too much to imagine, so we should investigate the implementation process to find them. Most of us think the law text will affect the implementation, which is right. But if we investigate the implementation process, we will find more and what we find will make us surprise and happy.The paper observes the reality through the implementation of legal aid system. As a structure, it is designed to provide necessary law service for people who couldn’t offer the fee or other special people. It experienced three stages:charity、social welfare、liability of government, which reflects the progress of world civilization. As powerful guarantee of the judicial justice, legal aid system is essential to the society ruled by law and to the security of human rights. It plays more and more important role in the entire law system and in the society.In our country, the formal legal aid system is found in1997and from then on, we are proud of the achievement in legal aid. From observing the valuable system in reality the author find factors which influence on the implementation are complex and variety, including universal causes such as the law text and particular causes such as the fund of legal aid. We should inspect with patience to nip in the bud to decrease legal failure and just so we can improve the implementation of legal aid system to make it work well. We also expect to find the common factors to promote the effective implementation of the entire law system.
