Institution Analysis On Barriers Of Implementation Of Public Policies And Solutions In Current China

As the authoritative main subject of social public power, government manages the social public issues by pubic policy. The public policy is a dynamic process and implementation is a important component element of that. It is the means of public aims realization and objective basis of assessing policy effect. There is no the realization of policy aims without effectual policy implementation.According to the actual situation in China, we use the theory of administration and economics to analyze the institutional reasons that result in implementation barriers and some solutions are suggested according to these reasons.The definition of policy implementation is given and its characteristics are analyzed in the first part of the papers. We also generalize a series of outcome about policy implementation researched by inland and abroad scholars, which are used to establish the theory framework in order to give the train of thought of analyses below.In the second part, series of problems are generalized which currently exist widely in the process of policy implementationIn the third part, we analyze the formal reasons of policy implementation barrier including longitudinal and transverse division of power, weak supervision of policy implementation and so on. In this papers, the central authorities and regional authorities are analyzed in the same framework and we focus on the analyses of weak supervision which are resulted from the institution of administration and economics.In the fourth part, the informal institutional reasons and influences of policy implementation made by informal institution with distinct chinese characteristics are analyzed.In the last part, according to these formal institution reasons, we suggest that scientific configuration of longitudinal and transverse division of power among the administration organizations, restriction on regional government and scientific cognition of relations between the Party organizations and administration organizations are main means of institutional reform which alleviate the policy implementation barrier. strengthening the supervision of the state power organ, of the supervision organ and of social organizations are important means of reducing policy implementation barrier. In the end, we also suggest the reform methods of informal institution and point out that ideological education to the officials and the public are important ways of changing informal institution.
