The foreign aid is an important method to carry out the U.S. foreign policy. There are some unique features of the U.S. foreign aid: At first, as a superpower, U.S. has the solid foundation of strong strength to provide foreign aid; Then, The U.S. nation has a strong values tendency, and this kind of benevolence is a embodiment of its performance of mission; The third, the position of the U.S. in the international politic system decides its wide range of interests, the foreign aid serving in this huge target system. Rising under the background of the cold war, the U.S. used the foreign aid as a diplomatic tool flexibly. There have been changes in the choice of object, definition of scope, the amount of distribution in different period, but the main axle remains to be the national security in general. The materials, technology and staff provided by the U.S. enhance the political, economical and military relationships with the recipient country and these aids have a huge impact on the strength ascension, order stability and the choice of the development path for recipient countries. At the same time, the U.S makes capital out of it and achieves his goals skillfully, as well as consolidating his hegemonic position.
