The Research On The Evolution And Motivation Of Vietnam's Foreign Policy Towards The United States After The Cold War

After the Cold War,the relationship between Vietnam and the United States quickly went out of the valley and became increasingly closer this pair of former enemies became a"Comprehensive Partnership." The rapid development of the relationship between the two countries can be said to be amazing.Looking at the development of relations between the two countries after the Cold War,it can be said that the change is the result of the adjustment of Vietnam's overall diplomatic strategy.Most of the key nodes in the development of relations between the two countries are Vietnam's active role.Then,how does this relationship with the former enemy gradually warm up and even heat up in recent years?What is the strategic consideration behind Vietnam's adjustment of policy towards the United States?This article tries to analyze the motivation of Vietnam's evolution of US policy after the Cold War.Most of the mainstream theories of traditional international relations emphasize the role of structure.The rational choice theory gives more attention to the actors of foreign policy,constructs a perfect bridge between the material and conceptual factors of foreign policy,and provides a rigorous and powerful interpretation logic.This paper intends to adopt this theory to explore the strategic considerations of Vietnam's evolution of US policy after the Cold War.The mystery of foreign policy is always the national interest,and the adjustment of Vietnam's foreign policy is no exception.The definition of national interest is based on the special environment in which the decision-making body is cognizant.After the Cold War,Vietnam's adjustment of US foreign policy was the result of the joint efforts of the international environment,domestic factors and decision-making bodies.From the perspective of the international environment,Vietnam's loss of the most solid reliance after the disintegration of the bipolar pattern has created a double dilemma of diplomacy and economic society.The rapid rise of China has created a"threat" to itself,and at the same time,the opportunity brought about by the strategic adjustment of the United States.It is the initial incentive for this policy adjustment.From the domestic factor,Vietnam needs to get out of the economic predicament,and the Vietnamese economy relies on the characteristics of foreign capital and needs a strong US to inject economic vitality.The transformation of Vietnam's foreign policy since the implementation of "renovation and opening up"laid the foundation for the adjustment of US policy;the changes in the international structure and the situation of internal and external difficulties made the leaders of the Communist Party prudently consider Vietnam's foreign policy,and the importance of clarifying the national interest is the focus of the Vietnamese leaders'diplomatic thinking innovation.After the Cold War,Vietnam's priority national interests experienced a transformation from an ideology-based security interest to economic development and even to the promotion of national status and influence,which also determined the transformation of Vietnam's foreign policy after the Cold War.As a small country with limited diplomatic resources,how to achieve the best national interest in the context of China's rise,it is undoubtedly to leverage other major powers to balance China and use the balance of power strategy is an ideal choice for Vietnam.Therefore,Vietnam's adjustment of US policy after the Cold War is a rational choice based on a combination of factors.Under the co-catalysis of these three factors,Vietnam's evolution of foreign policy towards the United States after the Cold War showed a phased feature:the period of contact easing(1991-1995),the period of normalization(1995-2000),and the period of partnership(2013-Up to now,in the course of more than 20 years,the cooperation in the fields of economy,trade,politics and military security has been continuously strengthened,and the evolution of this policy has also been characterized by pragmatism,tortuosity and finiteness.After the Cold War,Vietnam has had a series of substantial effects on the evolution of US policy.For both Vietnam and the United States,this policy both have brought huge economic benefits.Vietnam has thus achieved a"diplomatic breakout",while the United States can further enhance its strategic presence in the Asia-Pacific region.The final result is the relative improvement of Vietnam-US relations.The impact on China's security is not optimistic.The security situation in the South China Sea dispute is complicated and the security pressures around China are intensifying.In addition,this relationship has opened up new avenues for the United States to return to the Asia-Pacific region with the strong status of the Asia-Pacific powers and to intervene in the Asia-Pacific region.The further development of the Vietnam-US relationship has deepened the distrust of the countries in the region and the powers of foreign powers,and may create a security predicament.
