With the accelerated pace of industrialization, urbanization, urban traffic congestion has gradually evolved into a global problem, even in some developing countries, urban traffic congestion problems intensified. As a developing country, China, the past20years, with the sustained, rapid and healthy economic development by leaps and bounds, due to the number of motor vehicles in urban traffic pressure increased sharply, traffic congestion is gradually becoming common. Transportation energy consumption, especially in large cities, traffic jams and obstructions and the resulting increase in atmospheric pollution, is one of China’s cities are facing extremely serious "urban disease" has become the bottleneck constraints of the national economy further development. Smooth urban traffic cities in the normal operation of one of the important. Urban transportation problems can be resolved smoothly, is directly related to urban economic development, the extent of urban modernization and improvement of the living.Whether the factors which lead to problems of urban congestion, can we take to actively respond to this article are based on the perspective of service-oriented government, Changsha City, for example, the relevant factors are explored.This study is divided into five chapters, the first chapter Introduction. The background and significance of this study, the research status, and research methods and research innovation, content and framework. Chapter Ⅱ from the perspective of service-oriented government, systematically analyze the relevant theory to control traffic congestion, and to define the relevant concepts, and congestion control traffic from the private sector, the invalidity society organizations to control traffic congestion, inefficiency, the central government to control traffic congestion limitations Based on the analysis that the local service-oriented government is the inevitable choice to control traffic congestion. Chapter Ⅲ Case Study of Changsha City, Changsha city traffic jams, that the Changsha traffic congestion is mainly due to transportation planning is not scientific, public transportation system is lagging behind the rapid development of the private car traffic rules awareness thin.
