Party Construction In Universities Work Study

The4th Plenary Session of the seventeen CPC Central Committee put forward the important strategic task of improving the party’s scientific constructive level which gives the direction for a new situation of the party construction under the new historical conditions. This paper systematically analyzes the work of party construction from the perspective of improving the party’s constructive level.In the first part, on the basis of accurate grasp of the connotation of the scientific party construction, it proposes the general requirement for the improvement of the party’s scientific constructive level in universities:the first is to adhere to the leading position of Marxism in the field ideology of universities; the second is to enhance the capacity of university leadership team’s running and managing a school, which protects and promotes the university scientific development; the third is to deepen the reform of the cadre and personal system, construct high-quality cadre teams; the fourth is to fully play the role of the fighting force of the grassroots party organizations and exemplary of party members. And then it illustrates its realistic significance, importance and urgency of party construction in universities, which can respond effectively to the changes in the external environment and adapt to reform and rapid development in the economic society and higher education.In the second part, it makes an overall analysis of the work of party construction, sorts out the work process, and sums up four basic experience:the first is to ensure the core leadership of the party in universities, and adhere to the socialist orientation; the second is to uphold and improve the president responsibility system under the leadership of the party; the third is to make ideological and political construction to be the first position of the party construction; the fourth is to adhere to "revolving around the central task,serving the overall situation" to make the party construction. Meanwhile studies the problems which exist in the course of current party construction in universities, such as power operating mechanism, teaching staff construction, ideological and political education, grassroots party organization construction, style construction and anti-corruption construction etcIn the third part, it puts forward the specific measures to promote the scientific level of the party construction in universities. First of all the article focuses on the important work to promote scientific party construction,the first is to vigorously promote the construction of learning party organizations and learning leadership teams; the second is to deepen the reform of the cadre and personal system; the third is to strengthen and improve the construction of grassroots party organizations; the fourth is to strengthen the leadership of Marxism in the field ideology of universities; the fifth is to change bad style in universities; the sixth is to deeply carry out anti-corruption in the new situation. Secondly the article proposes that the party’s system should be improved to protect the scientific party construction, the first is to establish and improve standardized system; the second is to establish scientific and effective power operating mechanism to improve governance structure in universities; the third is to establish and improve the scientific operating mechanism of the party construction work. Finally the article also proposes that innovative work methods of the party construction should be promoted to carry forward the scientific party construction. The first is to use open and interactive methods; the second is to use systematic and specific methods; the third is to use assorted and directive methods; the fourth is to use the methods of modern network technology.
