Development Dilemma And Optimization Path Of Urban Renewal From The Perspective Of Cross Domain Governance

The purpose of urban renewal is to implement the national urbanization development concept and realize the sustainable development of the city under the condition of tight constraints of urban resources and environment.The social and economic transformation brought by reform and opening up has greatly promoted the development of urban renewal.With the economic development mode of our country entering the new normal of high-quality development,urban renewal will also be the only way for future urbanization development.But at the same time,urban renewal will also face such problems as the reallocation of resources in urban space,land resources,urban system and so on.Because these public problems often cross a single administrative region boundary,these public problems in urban renewal often have certain cross-border characteristics.As an innovative mode of regional governance,cross regional governance breaks the barriers and restrictions of administrative divisions,can effectively integrate and allocate the limited resources in each region in urban renewal,solve the cross regional public governance problem in urban renewal,and improve the comprehensive competitiveness of urban renewal.Compared with the rich development experience of some developed countries,there are still some problems to be overcome in the practice of urban renewal in China.Therefore,it is of theoretical and practical value to study the development of urban renewal in China from the perspective of cross domain governance.The main content of this paper is to sort out and analyze the main difficulties in the process of urban renewal and development in China,including imperfect communication mechanism between local governments,incomplete implementation of supporting facilities construction,imperfect ecological and land compensation mechanism,and administrative barriers between administrative regions.The reasons include the rigid restriction of administrative division,the lack of perfect supervision mechanism,the lack of long-term overall planning,and the lack of detailed legal standards forreference.And found that in the process of solving these urban renewal dilemmas,cross administrative issues are involved.However,there are still some obstacles to regional cooperation in the process of cross regional governance in China.Therefore,through the analysis of British,American,German,Japanese governance experience in breaking administrative barriers and achieving good cooperation between regions in urban renewal.Finally,the paper puts forward some suggestions for the government to improve the overall role of the third party in the process of land planning,such as the establishment of a reasonable mechanism for the government to regulate and improve the whole process.
