As the development of economy, China has gradually formed the pattern of regional integration. At the same time, a large number of regional public problems are emerging; air pollution is one of them. In recent years, haze problem has been a serious threat to China’s economic development and public health. To resolve the destructive, timeliness long and wide regional air pollution, we are required to build effective inter-regional cooperation mechanisms of local governments. In order to resolve cross-border air pollution, we need to adopted effective collaboration between local governments. However, due to conflicts between the outside of air pollution control and division of the administrative system, China has not yet established an effective system of cross-border cooperation and mechanisms of governance. In just a few times for cross-border cooperation in air pollution established, it is only a government-led, mainly rely on the occasion of the traditional model of cooperation administrative means, and not a sustained normative partner institutions.Therefore, to build a perfect cooperation mechanism of local government and effective governance of cross-regional environmental issues have become important issues of governance. China’s current dilemma is, not only in academic but also in practice, learning from the experience of air pollution control cross-border cooperation is not much. The mainly domestic cooperation is empirical research and lack of theoretical systems. In addition, as to the content of the study, the existing research on cross-border environmental governance primarily focused on the basin or water pollution treatment and other issues. However, cross-border cooperation in air pollution control research is still in the blank stage.Based on previous studies, the dissertation mainly adopts data analysis and empirical research, summarizes the characteristics of air pollution, and reviews the theory of cross-border cooperation in domestic and international research as well as the introduction of cross-domain analysis of the three modes of governance intergovernmental cooperation. Through specific case described the APEC meeting in Beijing regarding cross-domain management, in-depth analysis of China’s air pollution control cross-border cooperation in the plight of local government cooperation. At the same time, learning from the successful experience through three inter-cooperative mode of air pollution in Western countries, this essay puts forward the necessary to build our government-led, market regulation and social participation of networked governance model. What is more, the country need to form an systematize, institutionalized and standardized cross-domain cooperative governance and build an effective coordination of interests and the interests of the compensation mechanism, to ensure the long-term cross-border cooperation and effectiveness of local government management as well as to provide a more universal significance and reference for other cross-border co-governance of public affairs.
