The Research For The Review Record Of Normative Documents System Of Municipal Standing Committee Of National People’s Congress

The review record of normative documents is the supervision by the Supervision Law to NPC Standing Committee at all levels. The NPC Standing Committee at all levels, with four forms of supervision:the review record of normative documents, hearing and deliberating the special report on the work, supervision of plan and budget and the inspection for laws and regulations implementation. The work of review record of normative documents is more stable at all level of People’s Congress Standing Committee(Abbreviation for PCSC). The work of the review record of normative documents is also takes shape. But at present, from the view of practices of non legislative power of the municipal PCSC, this work also does not have common ground to begin. To solve this kind of problem, we should seek an outlet from the system. In this paper, firstly introduced the system of the review record of normative documents and mainly combs its meaning, basic content and significance; in the second part, research and analysis the legislation problems of the review record of normative documents at the municipal level of PCSC and the existing problems in actual work.In the third part, supplied the suggestions that how to effectively carry out the work of review record of normative documents, from the standpoint of perfection of legislation.
