The Administrative Subject Moral Construction In China

Study on administrative ethics in China began in the late90’s. Administrative ethics that is the state administration departments and their staff in the exercise of public power, the management of public affairs, the provision of public services and other official activities. With the deepening of China’s reform and opening up, administrative moral construction and social important has gained the attention of society and has achieved some success but at the same time there may have been many problems. The degree of practice is not high and the awareness of the official standard is serious, diluting the people’s sense of public services, these problems have seriously undermined the government’s management order and the normal operation of the public authority is not conductive to the construction of service-oriented government.The research of other scholars of administrative morality and its construction based on the situation in China, the traditional administrative and ethical thinking, the use of content analysis, systems analysis, comparative analysis of methods to administrative and moral construction in China status quo as a starting point, to analyze the achievements in the construction and the existing problems, and learn from Cooper’s responsible behavior theory in four dimensions, the external cause of anomie problem of China’s administrative and moral construction, such as political level, economic level, cultural level, and other factors, as well as the administrative body at the individual level internal factors. Analysis of these factors, it is proposed to improve the administrative and moral construction of the path of thinking:including carry forward the socialist moral and political thinking, effective use of the development of the socialist market economic system, administrative and moral inheritance of domestic and foreign excellent administrative and ethical culture, as well as ways to strengthen the individual moral education and build the excellent organizational culture, and establish a sound organizational system.In this paper there are a total of four parts. The first which introduces the research background of this paper, significance, research status, research ideas and methods. The second is part of the Chief moral Overview and administrative and moral significance of construction. On the basis of an overview of the contents of the Chief moral basis of the concept of connotation, features, functions, and introduce China to strengthen the administrative and moral significance of the building. The third part is the administrative and moral construction of the status quo. Research, administrative and moral construction of the achievements and problems of performance analysis of proposed political, economic, cultural and personal reasons for causing administrative and moral construction of misconducts.The fourth part is based on the causes of the problems raised by the path to improve our administrative and moral construction options.
