A Comparative Study Of Villagers’ Autonomy System And Local Self-government System

There are still various controversies on the villagers’ autonomy system among the academia, of which the larger controversy:Is the villagers’ autonomy local? Are Local self-government and the West same? Is the villagers’ autonomy necessary? Should we apply west local self-government model? Where to go for the future of the villagers’ autonomy? These arguments never stop along with the practice of villagers’ autonomy because we are not sure the differences of the villagers’ autonomy and local self-government. In this paper, through a comprehensive comparison of the villagers’ autonomy system and local self-government system, it is concluded that:in terms of the historical background, the value of respective system and the grass-roots system, there are significant differences between the basic system running villager autonomy system and the west one, that is the Chinese characteristics for villager autonomy system.Local self-government system of Western countries has relatively long history, and the relevant theoretical background and measures of security system run relatively well, which has become an integral part of the Western democratic system. Villagers’ autonomy system is born earlier, and the theory and the system are not mature, The division of powers between the villagers self-government authorities and the government is not clear, the government still directly control over the villagers’ committee; The relationship between villagers’ committees and village Party branch is not clear, and the party branch leadership is not harmony with the villagers’ autonomy. Therefore, it has great benefit to absorb the the essence of Western local self-government and apply to China to improve the characteristics of the villagers’ autonomy system.
