Japanese Local Autonomy Law, which finds complete and essential revision according to the stipulation of Summing-up Law of Local Separation of Powers in 2000, embodies the substantial revision of Local Autonomy Law. The Japanese local Autonomy law after the revision is more completed in system and richer in content and it has the distinguishing feature of realizing the local autonomy and fits in with the needs of national conditions of Japan. Also, it conforms to the world trend of the local autonomy development and it has produced so much favorable comment from many domains of local autonomy. On the basis of the through reading, research, analysis and summary of Japanese local Autonomy, and at the request of the basic theory of administration, this article will expound the latest theory and practice of the Japanese Local autonomy.The author, who strives to introduce and research Japanese local autonomy system comprehensively and the up-to-date change of Japanese local autonomy lately, makes every effort to summary and comment comprehensively on the problems and development task that exist in Japanese local autonomy system as well as the feature of Japanese local autonomy system. This thesis is the first domestic research achievement on latest Japanese local autonomy. The author makes every effort to grasp the Japanese local autonomy system as a whole as well as introduces and remarks the new content of the Japanese local autonomy, meanwhile, the development direction of the Japanese local autonomy is also analyzed in this thesis. The key point is the research on the connotation of local autonomy, local public organizations, autonomous legislation, local finance, administration subject, mass litigation, organ litigation and the research on the relationship between the country and locality. During the procession of the writing of the thesis, the research is placed at the beginning of the case to evade conflict and replace of the compiler with the origin.To avoid this kind of conflict and replace, four steps are adopted in the writing procession. Firstly, the related works, teaching materials, papers are gone through;Secondly, consult and discuss with the guiding teachers from Japanese Guanxi University law Academy; Thirdly, The latest, the most academic materials are chosen to analyzed and research; Fourthly; the actual writing procession is based on the chosen material so as to ensure the thesis's origin and academic value and provide the establishment and improvement of related system of our country's administration with abundant materials.This thesis, which is divided into nine parts to research Japanese local autonomy law, begins with the latest content of Japanese local autonomy law as the main thread. The significance of research on Japanese local autonomy law, the theoretical situation and level of our country's researching Japanese local law, the innovative value and unsettled problems of the thesis are expounded in the part of introduction.First, the connotation, nature and target are analysized in chapter I; Then Japanese local autonomy law system is grasped as a whole through the introduction of the legal origin and the main domain of Japanese local autonomy law; next, the historical evolution, revolution and development of Japanese local autonomy law are summarized and commented to certain the sequence of change of Japanese local autonomy and make a summary and conclusion on Japanese local autonomy new idea.The introduction, analysis, and comment on Japanese local autonomy organizations are mainly stressed in Chapter II.
